Operation Billionaire(1998)

Cheung Chi Ho and his criminal team make a living by kidnapping rich people and blackmailing them. Because of their vicious threats, most of these cases go unreported to the cops, until Cheung teams up with another big-time criminal, Yip Sai Foon.
